Brazil in MINUSTAH: exporting a domestic understanding of civil-military relations to a UN peace operation

Brazil led the military contingent of MINUSTAH during 13 years mission and was also largest contributor with troops for this mission. This paper argues that what has been described as ‘Brazilian way’ civil-military relations in peacekeeping is illustrative Brazilian association between notions security development at home. The mandate actually representative efforts to promote new paradigms UN operations going beyond short missions order address roots target country’s issues ensure long-term progress. Nevertheless, if such discourse does hold merit terms deeper approach it encourages, involves actors realm, into activities, visible MINUSTAH. describes implications uncoordinated military-led humanitarian initiatives demonstrates security-development nexus, exists currently way exported by like MINUSTAH, jeopardises capacity build sustainable civilian institutions mechanisms longer-term recovery development.
